Since the original question did include Brisbane I’m going to speak up :).
We’ve got a smaller community than Sydney or Melbourne, but a decent one, and there is plenty of work to go around (that said I’m currently working remotely for a Sydney company :)). The monthly meet up is decently attended with good talks and opportunities to speak. imho Brisbane is an awesome place to live. I’d view the climate as almost ideal 9 months of the year, and bordering on to hot in Summer, but hey it’s summer so hot is good then right :). Like it has been pointed out, there is plenty of opportunity in all places. It’s a good time to be a rails dev, and there are opportunities around. I think that all the cities are probably alright, there are probably opportunities everywhere, so take a look around, and good luck.
