I just recently joined the mailing list. I am a photographer and programmer,
and would like
to contribute to the code if possible. I believe a plugin system would make
this a lot easier.
It would mean that you could get your feet wet and learn a bit about the
architecture, and
still get some instant gratification by creating new functionality quickly.
Also, it would lead to a much less cluttered interface for the general user,
because you
could just delete plugins that you don't care about.

I think the requirements, types of plugins and roadmap you suggest all sound
well thought-out and
reasonable. Having a scripting language would be great, but getting
something simple
started in C first is probably better. It's also important that the plugin
system doesn't get
in the way or limit the kind of excellent workflow that Rawstudio has. I
think that is
its biggest advantage over other tools right now.
