For 2.6x and 3.x, RAZOR2_CHECK is "equivalent to razor_check", then
there's RAZOR2_CF_RANGE_11_50 and RAZOR2_CF_RANGE_51_100.  2.5x has
RAZOR2_CHECK and several different RAZOR2_CF_RANGE_* rules (broken up in
cf ranges of 10).  2.4x (the first to support Razor2) had RAZOR2_CHECK
only.

"RAZOR2_CF" has never existed.
