From the looks of that, the razor server is currently only supporting e8 
(whiplash), and not e4 (ephemeral hash). Since e8 *only* generates 
signatures from webpage links, there will be no e8 queries if the spam in 
question contains no webpages.

Since the server is reporting it doesn't support e4, the client can't 
generate an e4 signature. Thus, any spam with no webpages linked in it will 
generate a "no queries, no spam" message.
