FWIW, since I upgraded my Razor to 2.61 several days ago, I haven't
seen the "No queries, no spam" message at all -- not even once.

In the last six days, I've received 1,751 incoming e-mail messages;
247 (14%) of these were labeled as "is known spam" by Razor. During
this same period, about 520 messages were identified as spam by
SpamAssassin. In addition to Razor, I'm also using Bayes, Spamcop,
and (since yesterday) SURBL checks.

Apologies, BTW, for a repeated copy of my original question to the
list which showed up last night. I originally posted my question
before I had signed up to join the list, and my posting was held up
because I wasn't on the list. When no one replied to a followup I
sent to the list administrator, I reposted my question after joining
the list, and I assumed my original posting would simply be tossed,
but apparently not.
