Windows 7 is a lot pickier about security.
You have to make sure the user has sufficient right s in c:\temp.

You may find things work better if you set scratch to TMP rather than c:\temp
That way you will already be using an existing directory that has the required 
rights.

In your startup code you can use (CVAL('SCRATCH')) to retrieve the actual 
scratch directory name.

Do you mean RBase scratch settings (which my startup file always sets to 
c:\temp, creating the directory if required), or some kind of windows temp 
settings (the latter I don't know anything about).
