Bernie, How did you verify that there are no other server6.rbg files?
That message only occurs in old versions of R:Base when someone tries to connect to a database, and their version of R:Base looks at the database and at the server6.rbg, and R:Base determines that A) something or somebody else is connected to the database and B) that something or somebody is not "registered" in the same server6.rbg file that you are trying to register in at the moment. It was a message about licensing multi-user setups. If it were an issue of file access rights, there would be a different error message. Who else or what else can connect to the database? Check for local or extra or hidden server6.rbg files on those computers, too. At the root of every drive, in a "command prompt" window, type DIR \SERVER6.RBG /s and make absolutely sure there is only one. There are so many dozens of great new features in versions of R:Base since 6.1a, but the best of them is total freedom from dealing with server6.rbg, that dreaded "Network Access Control File."
