If this refers to a save as CSV option not being available in Excel 97, I 
vaguely recall seeing this happen several years ago in a Windows 95 / 
Office 95 / Office 97 environment where Office 95 had been upgraded 
to  Office 97 and / or multiple Office 95 / 97 service release updates had 
been applied.

I believe the solution was to "completely" remove all traces of Office 95 / 
97 (and this was not easy with vestiges of Office scattered in the 
Registry) before (re-)installing Office 97.  There was even a module called 
eraser97.exe from Microsoft's web site that I used and gave to my office 
support staff; this program disappeared from the web site after only a few 
months.  I have a 1MB zip file copy of this, vintage 07/1998, on my main 
office PC which I could get to in a couple of days, should anybody need it.

My brain cells are really be taxed to recall this scenario.
