Larry, This sounds similar to a problem that I have, and have never been able to solve it.
I have a problem when exiting out of R:base using the Exit command, R:base does not stop running and just stays in memory eating up tons of resources. If you try to start R:base again, it takes a long time, but anything else does too. The problem does not occur if you go to the main R:base system menu and then click on the X in the corner. It is just the exit from my applications. I have a couple of different apps that have the problem and have never been able to isolate what causes it. If I just start up the APP and then exit it may not happen. It occurs after the system is used, going in and out of froms.... Anyway, for your problem on those machines, are you sure it is the first time they are starting the app, and R:base is not already running in the background? Check the task manager for multiple sessions running.
