A little more info from you might be helpful here.

Has the bumpiness you describe always been there? Or has it developed
over time?

When was the last time the cables and housings were replaced? Is this
a high mileage bike?
Did you or someone else recently replace the cables, housings or the
brake/shift components?

Does the cable routing have tight bends in it?

Usually, the kind of bumpiness you describe is from poorly cut/
prepared housing, worn housing, poor cable routing, corrosion, dirt,
etc. It is a relatively easy and inexpensive process to replace your
own cables and housing. That usually brings about the best improvement
in performance. If you are interested in the teflon cables, just buy
one and replace the cable that seems to be the worst. You'll have your
answer. FWIW, I only run the coated teflon cables on my black bike
where I want the cable to blend with the tubing. I don't see a big
increase in shifting/braking performance over good quality, non-coated
cables.
