I dunno, I like the web based approach. 

For inexpensive tires, it might not make sense to ship them all over the 
country/world, but for expensive tires it might make sense. Especially if there 
is an easy web app for keeping track of where the tires are at any given 
moment. 

I would also propose a model in which we each pay a $5 or $10 rental fee to 
fund the purchase of new tires for the library. 

Of course some selfless soul would need to become the tire librarian. That 
could get old fast.
