I think fastness and slowness depends on the rider - or the gumption
of the rider.  You can ride this bike fast, or slow (and take in the
view). Of course, if you want to keep in the paceline of your local
type-A bike club where you'll be quick to blame equipment if you fall
behind, you might want a different kind of bike altogether.
