You can always buy it, and if you like it, but absolutely want it new or the 55 cm 1TT just resell it. You should be able to move it quick and get your money back. But for the price of a repaint, which isn't necessary but'll essentially make it new, you'll come out of this for less than a new Sam+shipping with little liability.
I'd buy it and leave it alone though. Then you won't agonize over that first scratch. I really like the green and the non creamed headtube. I find it understated and the lugwork speaks for itself.
