For winter commuting here in Chicago, I have a one size up pair of flat soled sneakers under which I wear extra thick Filson merino wool socks.
Probably would not be ideal for extra long fitness rides. I walk with weights and run in the winter for fitness. Biking rides longer than 45 minutes at a time in Chicago winter is just not worth it to me. To much slop on the roads and the cold is usually too unpleasant.
