Hi Kevin, Does she have a bike now that fits pretty well? If so, get her saddle height, and you'll be all set.
If you're going wtih Cheviot, I think 55cm is probably going to-be the recommendation. Level top-tube bikes could be more difficult to guess a good fit. Good luck!
