+1 on using current bike to determine fit. Should be very accurate. If it 
helps, I am 5'6". also longer torso, shorter legs. My 53 cm Atlantis fits 
like a glove. Check the specs on the Riv site. You won't be too far off. 

I'd recommend you get her some bikey things for the holidays, maybe a nice 
rack and pannier system, a Brooks saddle, a generator wheelset with good 
lights, you have lots of options... wait for the Appaloosa spring 2016. 
It's looking like a Hillborne with more tire clearance and canti-posts. 
That would be the perfect bike.
