A 60 cm frame made of 8/5/8 for a rider at or slightly above 200 lb who isn't carrying a huge load doesn't need a 2nd tt. Neither does a 58.5 cm frame for that same rider and that same load made out of 7/5/7 with an 8/5/8 downtube doesn't need a 2nd tt either.
