A mold release agent, typically silicon-based, is applied to the mold used in the production of tires and tubes. It's what gives them their shiny appearance when new. It's also slick. When you repair a tube with a patch, the purpose of sanding is to remove the mold release agent so the patch, vulcanite glue and tube can bond properly.
