I love Alba bars for the more upright position for commuting and scanning 
my environment when I ride. I had this same problem when I first started to 
build bikes as I have very long arms and a long torso.

When I set out to build this Homer, I could fit on the 59 or the 61 by PBH. 
I chose the 61 for a longer top tube, and chose a stem 2 cm longer than 
usual at 11cm. I think it is still a cm short and will probably switch 
stems in the future. What I lose, is top tube clearance, which on a bike I 
use to commute is a problem every time I stop at a traffic light.

The Cheviut has no top tube so the frame is large and long, and designed 
for Alba bars. Most importantly, no PBH checks every time I stop...

On the non-riv front, Lemond used to make bikes with exceptionally long top 
tubes. I have a Lemond Poprad, which was their cross model and has room for 
larger tires, although the BB is high. I have toyed with changing the bars 
on that bike too.
