"but has the unneccesary (for me) upper platform" Yeah, I'm the opposite. Running a handlebar bag or a basket has become standard operating procedure, even on a totally stripped down road ride. Many folks shopping for a front rack want ONLY the top platform for that reason. The top platform also serves as the place to mount your dynamo headlamp. Finally, if you have full-coverage, metal fenders, that top platform serves as a place to anchor that leading edge of your fender. It's the low-riders that I only use sometimes. I've got three copies of that Nitto Campee with removable lowriders. I wish they made a lightweight version, and I wish you could buy extra racks without the lowriders at a lower price, so I could share one set of lowriders among multiple racks.
If you don't want a storage area at the handlebars, never need dynamo lighting and never run full-coverage fenders, then I agree that top platform may be unnecessary. If you do, or might consider doing any of those three things, then maybe it might be worth considering a top platform.
