I don't know about Joe's, but Slime never really dries, it continues to ooze out the micro-holes forever. Not a design flaw, that's just how it works. Latex based sealant (Stan's, Caffelatex) actually dry and plug the hole. But they need to be re-filled with fresh liquid every three-six months, so that's their downside. Joe's says to re-fill every six to 12 months, so it might be latex based.
