I'm also an 82 cm PBH and I ride a 56 Ram, the fit is spot on. I paid 1200 through Craigslist for the full bike 3 years ago, it had a couple of good sized nicks and needed tires, it had about 3000 miles on it when I bought it. The grease was pretty shot and i ended up paying my lbs for an overhaul too, so the entry price has stacked up some. Regarding the Romulus, it might be a tad high in this economy but expect to pay more through an LBS than a private seller would ask for.
