Andy:

New tires are cheap insurance.  If I have any doubts about the condition of 
what's on the bike, I install new tires before any long tour.  If the old 
ones have some life left in them, just change them out when you return 
home, and squeeze those last few miles out on home turf.  A tour should be 
fun, and flat tires are a needless distraction.
