No, I have the same interrupters on the Fargo and the red knobs don't take up housing slack; that's the job of the (more standard) black knobs where the housing meets the brake body.
So, once again, all together now: what *are* those red knobs for? I've been weeping in anguish over this question for a year or more now. Patrick "please help us!!"
