Other informants tell me is must be in 250 as opposed to a note, to
prevent wanted OCLC mergerts.

More of our e-aggregators and e-publishers are having us load their
records to OCLC in order to add OCNs in 035, even though we do no
cataloguing on OCLC.

OCLC very slowly adds accounts to automatic loading.  We have been
waitin for some accounts for more than a year.
