Others have pointed this out, but I thought I'd just add a bit of info
based on my experience - the issue is not so much whether you can do a
supply side connection or not, as that is allowed in the code. The issue is
whether you can do wiring in a section of equipment that is only for the
utility. Even though the building owner buys the meter socket, it is
standard that you can't do work in a meter socket section. If we do a
supply side connection, we do it in the section of equipment that is
allowed to be touched by an electrician. In order to allow for a connection
in an actual meter socket section, I would think that the utility would
need to approve it through some sort of official tariff or bulletin
process. Our utility, PG&E, has a document called the Greenbook
<https://www.pge.com/en_US/large-business/services/building-and-renovation/greenbook-manual-online/greenbook-manual-online.page>that
lists their rules. I assume other utilities have the same? Here is an
example of a Green Meter Adapter bulletin that allows for specific
installation of a listed piece of equipment in the meter section:
