BTW I assume you're talking about more than just the need to use 1 preceding a 10 ditig long distance call, which has been the case since ...forever. :-)

11 digit dialing is very common already in areas where phone number density has resulted in split area codes

It used to be the case where for a long distance call that was not international you could just use the 10 digit and the leading 1 (for north america) was assumed
That seems to no longer be the case where I am in Canada
