It's been a while, but if I recall correctly, the setup.exe is just an executable that it launches once extraction is done. I know that with WinRAR this step is optional, and I imagine it is for Winzip as well, but if you wanted to make any shortcuts or other post extraction steps, you could create an executable to do that and use it there.
