I tried Inno setup, along with a lot of others couple years back when
looking for Windows installers. Found most them either slightly confusing
(it should be noted that I confuse easily with Windows), poorly documented
or out of my price range.

I eventually ended up with Clickteam Installer Creator:

They have three versions, one Free (like Eudora with ads), a normal one (the
one that I bought) and a Pro version that allows several programs in the
same package and you pick which one to install.

The thing is simple to use and use it I have for several years now.

Agreed that it's not free but if it takes me a half a day to figure out and
installer, it makes more sense for me to buy an easier one to use. YMMV...
