Maybe the answer is to allow for many forum categories-  but to have a
mechanism where ALL categories get reposted to the ONE mailing list - with
the category heading inserted in the email subject.

I don't think I've ever seen REAL reverse itself once a decision is made. It would be a pleasant surprise but I have to admit that I'm not holding my breath.
