This is because it's not. It's Apple's defined behavior for their
OS, going all the way back to the original Mac in 1984.

I haven't read the HIG for years, but I distinctly remember reading
about it in the original (3 book set) "Inside Macintosh". I remember
thinking how cool it was that they provided a way to click the
default button even if there was a text box to type in. I've used
the trick to save me a trip to the mouse since learning about it in
1985 or 86.

Basically, in any window with a default button the Return or Enter
keys can be used as a click in the default button. If the window has
a text box that accepts multiple lines, the Return key is used to add
an eol character, and the Enter key can be used to click the default
button.

This has been the default behavior for over 20 years, your Mac users
(those that know about it) are going to expect it.

The original Mac keyboard had no numeric keypad and no arrow keys for
cursor movement (you were supposed to use the mouse). But it did
have a Return key in the normal position, and a small Enter key next
to the right side Command key by the space bar -- right where it is
on Mac laptops today.
