Apply the picture as a texture on a TriMesh, then move the TriMesh
vertices around.

What, you want to do that distortion yourself, in software?  That's
pretty simply in principle but very quickly gets very complex if you
want to do a good job (i.e. properly blending/interpolating neighboring
pixels together).
