Take the deadbeat to court where any judge can rule the equity of an
agreement supersedes the broker's licensing violation problems. in other
words the court can order him to pay you as agreed and suffer the wrath of the
department of real estate licensing if they choose to take action. The
amount you are willing to settle for determines the court of proper venue.
In CA the small claims court max is $5000, but you can represent yourself.

The Realtor is protecting his bridges by not
paying you if the state
does not allow such payments. Some states do and
some states do not.
Technically it is the person receiving the payment
that is committing
the crime in at least one state I know. Hence if he
pays you and then
you get reported you could be the one with the
issue.
