I had some caching issues, but flushing my internet cache seems to have done the trick...
I think it had the old plugin within the brower's cache files. even removing it from the disk, simply re-installed the old plugin! also remember that if your rebol crashes, you must close all your explorers, or it will not reload properly. once I flushed the cache, It really started downloading again... instead of just popping up the request in an instant...
