Is this rpm -F 100% safe ?

Is there a way to upgrade all rpms without the need of  installing all updates
in right orders.

What would be the right procedure to apply all redhat-updates in one shot ?
Do I need to use the --nodeps flag , it yes could it lead to problems ?

is rpm -F *  enough ?

If this is true then making a "service pack would becoume very easy"
just tar all updated rpms into an archive and supply a 
"install" script which calls rpm -F

any thoughts ?
