You can use GnoRPM without GNOME, sawfish, or Enlightenment.
It just need the GNOME liraries

The ones I see (for GnoRPM-0.9-22 fom pinstripe) are:

libart_lgpl.so.2
libaudiofile.so.0
libesd.so.0
libgdk-1.2.so.0
libgdk_imlib.so.1
libghttp.so.1
libglib-1.2.so.0
libgmodule-1.2.so.0
libdnome.so.32
libgnomesupport.so.0
libgnomeui.so.32
libgtk-1.2.so.0
libxml.so.1

which come from:
gnome-libs-1.2.4-2
audiofile-0.1.9-5
esound-0.2.19-2
gtk+-1.2.8-4
imlib-1.9.8-4
libghttp-1.0.6-3
glib-1.2.8-3
libxml-1.8.9-4

and ORBit-0.5.3-1 is needed by them.
So for GnoRPM you need 8 extra packages, but many are defaults
for Red Hat and other apps (like gimp or gnumeric).
