And Linux thinks your root is on /dev/hdb5. 

At this point you probably should use the rdev command on the floppy
image of the kernel. All rdev does is to set that image's idea of what
the root device should be.

As root, put the boot floppy in the drive and do:

# rdev /dev/fd0 /dev/hdb2
