If u r not able to do telnet u have to do 2 things
1: /etc/xineted.d/telnet
       disable=no
default disable  = yes change yes to know and restart service.
2: If it is not working u r firewall protection is there.
    in # serviceconf
   u will get services presently running.
   remove ipchaines and iptable from that,check telnet is checked properley
