The files is created when you configure your firewall OR run "service iptables save" manually (which writes the rules based on what the iptables-save program prints). If you don't have that file, most likely you don't have any firewall rules activated. With the exception that maybe you played a lot with your system and managed to enable the old ipchains-based firewall system.
