I also had some problem with RedHat 8.0 and Perl programs , and this 
because RedHat8.0 changed their default LANG to UTF8.

Try changing the following file:
      /etc/sysconfig/i18n
and change the following lines to:

   LANG=C
   SUPPORTED=C
(it's better to reboot your machine after doing that)
