I think I'd still recommend grabbing the SRPM from Rawhide. 1.0.1-5 is
compiled by default with FILE_OFFSET_BITS=32. If you never plan to transfer
files larger than 2GB, then 1.0.1-5 shouldn't be a problem. 64 bit file
access was added in 1.0.1-8, which wasn't released beyond Rawhide. 1.1.0-3
is Red Hat 8.0's version, however it doesn't seem to build under 7.x (file
offset of 64 bits and the way the source is called aren't compatible).
vsftpd-1.1.3-7 is the latest Rawhide version (also included in Phoebe 3).
It's SRPM *does* build under Red Hat 7.x, however this version does away
with xinetd (and also obsoletes the anonftp package). It's also probably not
supported directly by Red Hat under Advanced Server.

IMHO, if it's that important, you'd be much better off going this route
(albeit unsupported) than implementing the much less secure wu-ftpd
solution. Check out www.vsftpd.org for reasons why this is true.

To rebuild the SRPM:

rpmbuild --rebuild <package name> [--target i686]

...then find your package in /usr/src/redhat/RPMS/i386 (or i686)

It's worth a shot. You can always rpm -e the package if it doesn't work for
you and move back to the wu-ftpd/anonftp method.
