I tried the export Lang="en" and saw no difference. 

If I man man on the local RH 8.0 machine, everything displays correctly.

If I ssh from the local RH 8.0 machine to a session on a RH 7.1 and do a man
man, everything displays correctly except for the end-of-line continuation
hypen.  

       the name of a command, function, or file.  However, if name contains a
slash (/) then man inter?
       prets it as a file specification, so that you can do man ./foo.5 or
even man /cd/foo/bar.1.gz.

It displays as a question mark. 

Is this a RH 8 or RH 7.1 or something else issue?
