I wish I knew. It may be a problem with less. The changelog for less has 
this info:
# rpm -q --changelog less

- - added Kazushi (Jam) Marukawa ISO-2022 patch 254 to support multibyte
  characters
- - added Mike Fabians patch to fix bold/underlined non-ASCII

Others have said that it is a term issue, and that it works on the local 
machine out of the box. It doesn't and never has here. On several 
installs, I've had the same man page issues on the console, in a KDE 
Konsole, and in an xterm.
