if the sendmail daemon, or other equivilent mail daemon is not
running, then you cannot send mail using it(of course). you can
still use another server to send mail with on most clients.

redhat by default binds sendmail to localhost only which makes it
pretty secure for most systems.

though my preference for MTA at the moment is postfix.
