So get a box in a co-location which is completely under your control. You can set up the webserver, email server etc yourself. You can either get a service where they run the servers and you just subscribe to it or you can get a service where you provide the machine and all they do is put it in the racks, hook it up to power and the Internet. Either way **IS** better than running it on dynamically assigned addresses!
