Not sure what to suggest anymore on this one.

You're seeing the same thing on two different systems?    
Is the home directory for the user shared between systems ?

What did you find in the ~/.kde/share/config/session directory ?

If you leave a different application active when you log out,  do  you 
see the appropriate file created in the session directory?

When you "startx" as a different user does Kwrite open the same way ?
