Slow Connection

Can anyone tell me why I might be connecting at 14,400?

I have USR 56000 X2 sportster w/UART that connects at 28.8-33.6 in windows.  My 
/dev/ttyS0 is set at 115200. I am using ttyS0 as my com port.  What else 
effects my connect speed?
