@Home was threatened with a USENET UDP: (Usenet Death Penalty) 
because they were not policing their news servers and the news 
servers of their clients and LOTS of usenet spam was originating from 
@home hosted servers.  @home responded by trying to clean up their 
act and the UDP was never implemented.
