First subscribe to the news group news.software.nntp.
The software you will need or the one I used was INN 2.2. I
believe they are at 2.3 or higher now but you want the
latest stable snapshot.
I would recommend using a tarball available from:

ftp://ftp.isc.org/isc/inn/

When I first started with news I tried the rpm but after
about 24 hours of configuration changes I finally broke down
and decided to install it from tarball so I could see how
the setup works and it made a world of difference. So I am
not saying it is not possible to get the current redhat RPM
for whatever linux server your running, (at that time I was
using RH 6.0) and set it up, I just found it so much easier
and more of a learning process of installing via tarball so
I would know why and what to configure. I was running a news
server for about 300 users and getting a push feed via my
Back bone provider. Plan on a high capacity machine if you
have quite a few users as you will be amazed by the load
created by the INN server software.
