Consensus among systems administrators nowadays is that telnet is
unnecessary and a security liability. SSH, which is probably already
installed, performs every function that telnet can, as well as providing
the functionality comprable to rsh and rexec.

You might need to install the telnet-server package, and start
xinetd, though you are much better off using SSH in the long haul.
